UAE VAT registration documents: EmaraTax checklist, turnover evidence and common errors

A VAT application should begin with evidence, not with the online form. The FTA needs to understand the legal entity, the people submitting the application and the taxable activity that supports the registration position. This checklist covers what to prepare, how to build a turnover schedule, and the errors that create delays.

First, identify your registration basis

Registration basisEvidence you will usually need to explain
Mandatory — prior 12 monthsTurnover schedule, invoices, import records and supporting business evidence.
Mandatory — next 30 daysSigned contracts, purchase orders or other reliable evidence of expected taxable supplies and imports.
Voluntary — supplies or importsTurnover evidence showing the applicable voluntary threshold.
Voluntary — eligible taxable expensesRelevant VAT invoices and records supporting those expenses.

The core EmaraTax document checklist

DocumentWhy the FTA may need it
Certificate of incorporation, MOA or partnership agreement where applicableIdentifies the legal entity and its structure.
Commercial registration certificate or licensing authority recordConfirms the business registration.
Valid trade licence and any branch licencesConfirms the licensed activity.
Passport and Emirates ID records for owners and authorised signatoriesSupports identity and signatory checks.
Power of attorney or authority document where relevantShows that the applicant can act for the business.
Signed turnover declaration letterSupports the reported taxable supplies and monthly sales from establishment.
Invoices, contracts and purchase ordersSupports historical turnover or expected revenue.
VAT invoices for relevant expensesMay support a voluntary application based on taxable expenses.
Bank information where availableMay be requested based on the application facts.
Customs information where applicableRelevant for businesses involved in imports or customs activity.

Build the turnover schedule before you start

The turnover schedule is where many applications become confused. It should not be a rough sales estimate. It should reconcile to real records. Start with a monthly table covering from the date of establishment to the application date. Separate taxable supplies, imports and other categories that require different treatment.

Common application errors

Using total revenue without analysing taxable activity

The registration test refers to taxable supplies and imports. A figure copied from a bank statement or an informal sales report may not be the right number. Reconcile the figures before submission.

Treating a trade licence as proof that VAT registration is mandatory

A trade licence proves the business is registered. It does not, by itself, establish that the VAT threshold has been met. The activity and relevant turnover evidence matter.

Relying on unsigned expected revenue

If using the next 30-day test, the business should be able to support expected revenue with valid records. Signed contracts and purchase orders are stronger than a general target.

Submitting records that do not match

Names, dates, values and activity descriptions should align across the licence, declaration letter, invoices, contracts and application form. Inconsistency creates questions that are difficult to answer after submission.

Confusing a TRN with other company numbers

A VAT TRN is separate from the trade licence number and corporate tax registration number. Keep each record in the right place in invoices and the compliance file.

Final pre-submission checklist

  • Registration basis is clearly identified
  • Turnover schedule reconciles to records
  • Expected revenue evidence is signed where relevant
  • All legal entity documents are current
  • Signatory authority is clear
  • Supporting invoices and contracts use the same company details
  • PDF files are complete and readable
  • The team understands that VAT registration creates ongoing record and return obligations

Frequently asked questions

What documents are required for a UAE VAT registration application?

The FTA's current VAT registration page lists the following core documents: certificate of incorporation or MOA or partnership agreement where applicable; commercial registration certificate or licensing authority record; valid trade licence and branch licences; passport and Emirates ID records for owners and authorised signatories; power of attorney or authority document where relevant; a signed turnover declaration letter; invoices, contracts and purchase orders supporting turnover; VAT invoices for relevant expenses where a voluntary application relies on them; bank information and customs records where applicable. Documents should be in PDF format with a maximum file size of 15 MB.

How do I prove taxable turnover for a UAE VAT registration?

Build a turnover schedule that covers the period from business establishment to the application date. Separate taxable supplies, imports and other categories. Each month should reference a specific invoice, contract or record. The FTA refers to evidence such as invoices, local purchase orders, contracts, ownership deeds, completion certificates and lease agreements as appropriate. A signed turnover declaration letter supports the reported figures. The schedule should reconcile to actual accounting records, not a rough estimate.

What evidence is needed for VAT registration under the 30-day expected revenue test?

The FTA says expected revenues should be supported by valid evidence such as purchase orders or contracts that are stamped and signed by both parties. A vague sales forecast or verbal commitment is a weaker basis. Gather the strongest genuine evidence available. The contract value, timing and counterparties should match the explanation in the application.

Can I register for UAE VAT based on taxable expenses?

Voluntary registration may be possible using eligible taxable expenses. The FTA says that for an expenses-based application, an applicant may need at least five VAT invoices with amounts exceeding the relevant registration threshold. This option requires a commercial reason for registering, evidence that the expenses meet the applicable rules, and documentary support. Obtain advice from a qualified tax professional before using this basis.

How long does UAE VAT registration take after submitting documents?

The FTA's VAT service page estimates around 45 minutes to submit a completed application and up to 20 business days for the FTA to complete the application after receiving a complete file. This is a service estimate and may not reflect every case. The VAT registration certificate becomes available in the taxpayer dashboard once the application is approved.
