RAKEZ vs IFZA: which free zone fits consultants, traders and startups?
RAKEZ and IFZA are both credible choices for foreign founders setting up in the UAE. The better choice is not the one with the lowest advertised licence fee. It is the one that matches your activity, address needs, visa plan, operating model, banking preparation and likely requirements in year two.
The quick answer
IFZA — service businesses, consultants and digital companies
IFZA is often a sensible starting point for service businesses, consultants, digital companies and founders who value a Dubai-based free zone and remote incorporation process. IFZA describes professional, commercial and branch licence options, the ability to combine multiple activities under one licence, and a process that can be completed without physical presence during incorporation.
RAKEZ — businesses needing facilities, warehouses or operational space
RAKEZ is often a stronger fit where a business needs more facility choice, including offices, warehouses or land, or where the activity has an industrial, manufacturing, trading or operational dimension. RAKEZ describes free zone and non-free-zone formations, flexi facilities, offices, warehouses and land across a diverse set of sectors.
These are starting hypotheses, not universal rules. The final choice should follow a written activity and cost comparison.
RAKEZ and IFZA at a glance
Choose the activity before you choose the free zone
The activity should lead the decision. Before requesting quotations, write a one-page activity brief containing the answers to these questions.
- The exact services or products you will sell.
- Whether you will import, hold or distribute goods.
- Whether you need a warehouse, showroom, office or only a flexible workspace.
- The number of owners, employees and visas needed in year one and year two.
- The countries where customers and suppliers are located.
- Whether a regulated activity or third-party approval may be involved.
Use that same brief with both authorities or their authorised partners. It makes the quotes comparable.
Banking preparation should influence the choice
Neither RAKEZ nor IFZA can guarantee bank approval. A bank will assess the company's ownership, activity, business location, purpose, expected transactions and source of funds under its own compliance process. Choose a free zone that can provide a clean, complete company file and an activity that matches the business profile you will present to the bank. A founder should be able to explain the company in one consistent sentence across the licence, website, contracts and banking application.
Do not choose a free zone because someone said it is tax free
A Qualifying Free Zone Person may benefit from a 0% corporate tax rate on Qualifying Income if the relevant conditions are met. This is conditional, not automatic. The company's activities, income, compliance status and applicable conditions require a separate professional review. Treat tax as a separate question from the incorporation choice.
Decision framework
Choose IFZA when:
the activity is confirmed, the company is primarily service or commercial based, the founders value a Dubai free zone identity, remote incorporation suits the shareholders, and the full quotation fits the plan.
Choose RAKEZ when:
the business needs a wider range of facilities, has an industrial or operational requirement, expects warehouse or land needs, or receives a better complete package for the actual activity and growth plan.
Choose neither until you have compared the activity approval, facilities, visa plan, documents, year-two renewal and bank preparation in writing.
